| 基层党组织是党在基层开展一切工作的基础,基层党组织的建设对推进国家治理能力现代化具有重要作用,而政治功能提升是基层党组织建设的着力点之一。国家治理能力现代化与基层党组织政治功能提升,二者一方面存在目标和价值理念的一致性,另一方面存在相互作用、相互影响的关联性。以国家治理能力现代化为衡量标准,目前基层党组织政治功能还存在淡化、虚化和弱化的问题,因此,需要通过讲政治、强思想、提高群众组织力、抓住"关键少数"、加强制度建设等途径推进基层党组织政治功能的提升。 |

| The primary-level Party organizations are the foundation for all the work of the Party at the grass-roots level, therefore the construction of these organizations has an important influence on the modernization of China’s governance capacity, where the political function improvement is one of the focuses. The modernization of governance capacity and the political function improvement of the primary-level Party organizations share the same goal and value concept. Meanwhile they are also interactive with each other. With modernization of China’s governance capacity as the measure, there are downplaying, virtualizing and weakening problems for the political function in the primary-level organizations. In view of these problems, the political function should be improved through emphasizing politics, heightening ideology, enhancing people’s organizing power, grasping "key minorities" and strengthening institutional construction. |
