| 将国内和国外文献对PPP模式概念的界定进行了梳理，对当前我国学者对PPP模式理论基础研究中较为统一的观点进行了归纳总结，并从公共管理的角度对PPP模式的理论基础进行了探究，最后对我国大力推行PPP模式的效用问题进行了简单评价。 |

| This paper is aimed at discussing the definition of public private partnerships (PPP), the domestic and foreign research into PPP, especially the current unified viewpoints among Chinese scholars,exploring the theoretical basis of PPP model from the point of view of public management, and finally evaluating the effectiveness of PPP model. |
