| 在运用PPP模式进行项目投资时,需对PPP项目进程中的各种风险给予充分重视。文章将潜在性质的PPP项目风险因素分为一级指标和二级指标,一级指标包括政治风险、建设风险、利率风险、法律与合同风险、经营风险5项指标;二级指标包括利率风险、法律及监管体系不完善等17项指标,通过模糊综合评价法对PPP模式的风险因子进行量化,从而构建风险管理功能模型,最后确定风险等级,以加强对PPP模式风险的管理。 |

| In the use of PPP model for the project investment, it is necessary to give full attention to the risks in the process of PPP project. In this paper, the authors classify the potential risk factors in PPP projects into two levels of indicators. The first-level indicators include political risks, construction risks, interest risks, legal and contract risks, and management risks and the second-level indicators embrace interest risks, deficient legal and regulatory systems and 15 others. The authors quantify the PPP risk factors with the fuzzy comprehensive evaluation method, construct the model of risk management function, and determine the risk level to strengthen the management of the PPP risks. |
