| 苏联解体是多种因素合力作用的结果,其中从政环境的演变是不可忽视的要素之一。苏共执政期间,体制机制僵化,形式主义、教条主义、贪污腐化、奢靡享乐等问题严重,污染了从政环境,直接导致领导干部思想混乱、行为失范,腐败问题连发。污浊的从政环境使苏共逐渐丧失了民心,最终导致亡党亡国。对制度上和苏联有着传承关系的中国而言,营造良好的从政环境是国家长治久安、社会和谐的根本保障。 |
