| The authors of the thesis propose three countermeasures to improve the core competitiveness of Luan County to turn it into a strong cultural county:first, to achieve accurate positioning, have a clear goal, and foster county’s distinctive industries； second, to accelerate the transformation of the economic development mode, optimize the industrial chain, and make a full use of the radiation function of cultural industry； Third, to update ideas and innovation mechanisms, build a innovation system, and increase the capacity of sustainable development. |
