| 企业家精神是江阴政府与市场关系得以趋向平衡的重要观念因素，其孕育、嵌入与扩散也是地方政府治理创新的内生结构逻辑。面对治理现代化总体目标，地方政府治理创新的关键是以建立良好社会秩序为指向，摆脱路径依赖，以集成化实现区域治理现代化。江阴需要进一步拓展政府"强"的具体维度，将企业家精神中的风险把控能力和持续创新意识注入不同主体之间的责、权、利配置之中，以主体社会化、体系法治化、效能标准化实现政府治理创新的整体效应。 |

| Entrepreneurship is an important conceptual factor for the balanced relationship between Jiangyin government and the market, whose breeding, embedding and diffusion have also become the endogenous structural logic of the governance innovation for local government. Facing the overall goal of governance modernization, the future-oriented local government should establish a social order as the guide, get rid of path dependence, and realize regional governance modernization through integration, which are the keys to governance innovation. The city of Jiangyin needs to further expand specific dimensions of the "strong" for the government, inject risk control in entrepreneurship and awareness of continuous innovation into the allocation of responsibilities, rights and interests among different subjects, realize the overall effect of governance innovation with socialization of the subject, legalization of the system, and standardization of the effectiveness. |
