| 主题出版工作是党的出版事业的重要组成部分，"党的治国理政思想"主题出版是该项工作的重中之重。当前我国现行出版立法对"党的治国理政思想"主题出版的法律保障主要体现在：明确规定了该主题属于重大选题范畴；对该主题出版物设置了较为严格的审批程序。但同时，对该主题的出版发行，特别是对该主题网络出版物、少数民族语言文字出版物、盲文出版物的法律指引、支持和保障等方面还存在不足。基于立法视角，未来应加大对"党的治国理政思想"主题出版的鼓励和支持力度，适当放宽对该主题出版发行法律限制等。 |

| The theme publishing forms an important part of the Party’s publishing industry, and the theme publishing of "the Party’s Thoughts on Governing the Country" enjoys the top priority. The legal guarantee about it in the present legislation is manifested as follows:it is specified that this theme is a significant category of chosen topics,and its publication has to go through a rigorous examination and approval procedures. Yet in the meantime, the guidance and protection is still insufficient about the publications in the web,with languages of ethnic minorities & with braille. Based on the legislation,we should give more support and encouragement to the theme publishing of "the Party’s Thoughts on Governing the Country", and loosen the legal restrictions about it to some degree. |
