| "一带一路"倡议是当前拉美智库十分关注的议题之一。拉美智库学者从政治学、社会学和经济学等不同视角对该倡议进行研究，他们普遍认为"一带一路"倡议是中国对外战略思想体系的重要组成部分，与中国国家治理能力的增强密切相关，其实践以共商、共建、共享为底色，重塑全球治理新格局。但由于中拉双方在文化价值、发展理念、政治体系、社会意识形态等方面差异巨大，部分拉美智库学者对"一带一路"倡议存在一定的认知偏差。鉴于此，为避免对相关议题的误判，我国在发展与沿线拉美国家关系的过程中需要加强政策互信，积极寻找塑造我国良好国际形象的有效途径，增强中拉双方智库界的交流互动，扩大"知华派"朋友圈，以促进中拉双方在携手共"一带一路"时超越认知分歧而形成对接合作共识，为中拉关系的全方位发展铺平道路。 |

| The Belt and Road Initiative is one of the topics that Latin American think tanks pay close attention to at present. The scholars in the think tank have studied the Initiative from different perspectives, including politics, sociology and economics etc. They generally believe that the Initiative is an important part of China’s foreign strategic thinking system, closely related to the enhancement of China’s national governance capacity, and it aims to reestablish a new pattern of global governance based on joint consultation, construction and sharing. However, due to the great differences between China and Latin America in terms of culture and value, development philosophy, political systems, social ideology, etc., some scholars have formed cognitive biases on the Initiative. In order to avoid misjudgment on relevant issues, China needs to strengthen the mutual policy trust with the Latin American countries concerned, to seek the effective path to construct an positive international image, to enhance exchanges and interactions between think tanks of China and Latin America, to expand our "China-familiar" friend circle and to further promote the two sides to transcend cognitive differences and form cooperation consensus in jointly building the Belt and Road, so as to pave the way for the all-round development of China-Latin America relations. |
