| 以国家监察制度的属性、权力构成、运行机制为研究对象，论证了国家监察制度的政治属性问题，结论为：作为国家治理体系现代化建设的重要组成，只有进一步明确各级监察委员会自身的政治属性定位，才能有效实现国家监察制度改革确立的加强党对反腐败工作的统一领导、对所有行使公权力的公职人员监察全覆盖的重要政治目标，进而更好地得履行监督、调查、处置三项监察职权，形成覆盖党纪处罚、政纪处罚、刑事犯罪处罚等党、政、法"三位一体"的强有力的监察体系。 |

| Taking the attribute, power structure and operating mechanism of the national supervision system as the research object, this paper discusses the political attribute of the national supervision system. A conclusion is reached that as an important component in the modernization of the national governance system, the political attribute of the supervisory committees at all levels should be further specified. Only in this way, can the important political goals be effectively achieved to strengthen the Party's unified leadership for anti-corruption and to supervise all the public officials who exercise public power, which is established in the reform of the national supervision system. As a result, we could better perform the supervision duties and powers of supervision, investigation and punishment, and form a strong supervision system involving the Party, the government and the law, which includes Party disciplinary punishment, political disciplinary punishment and criminal punishment. |
