扬弃传统的绿色发展效率测度方法,以2013-2014年我国30个省市区(西藏除外)绿色发展数据为样本,分三个层面对我国区域绿色发展效率进行测度。结果表明:北京等区域绿色发展呈现强有效状态,河北等区域呈现非有效状态,微观层面上分别与区域循环低碳耦合协调状态相关,更加微观层面上分别与影响区域绿色发展因素相关。故应通过构建区域循环低碳协调发展框架体系,制定省级层面、市级层面和企业层面三级联动的政策体系,平衡区域绿色发展投入产出要素,并关注重点要素等方面合力推动我国区域绿色发展。另外,文章进一步探寻了绿色发展效率评价的新路径。 |

Based on the green development data of 30 provinces (except Tibet) from 2013 to 2014, the author of this paper has calculated the efficiency of regional green development from three levels, rather than following the traditional method. The results show that the green development of Beijing and other regions shows a strong valid state, while that of Hebei and other regions displays a non-valid state. Regional green development is related to the regional low carbon coupling coordination state at the micro level, and to the regional green development factors at the more micro level. Thus, it is important to promote green development in China by establishing the coordinated development framework of regional carbon cycle, formulating a policy system at the provincial, municipal level and enterprise levels, balancing regional green input and output, and focusing on the related factors. Furthermore,a new way of green development efficiency evaluation is also studied in this paper. |
